Project «Freedom of Creativity – Freedom of Self-Expression» (January – June, 2009)
 
«Freedom of Creativity – Freedom of Self-Expression» was a complex project combining  a performance, a discussion programme and a seminar aimed to develop specific projects. The project activities in 2009, included the seminar, performance and discussion in Petrozavodsk (February, 19-21), in partnership with  Center of Cultural Initiatives of the Republic of Karelia and VYKHOD MediaCenter and in Vladivostok (March, 6-7). In Vladivostok the seminar was organized in collaboration with the Exhibition center of the Primorye Regional Museum and NGO “Creative City”. The performance was held in the Yellow Submarine club.

Seminar «Regeneration of Industrial Heritage through Contemporary Culture» (Petrozavodsk, February, 5, 2009)
 
The seminar was initiated by the Creative Industries and Cultural Tourism Development Fund   (Petrozavodsk). It was followed by the enlarged panel in the Ministry of Culture where Elena Zelentsova made presentation «Role of Creative Industries and Creative Clusters for Heritage Preservation and Urban Development».
 
Seminar «Creative Economy and Urban Development» (May 22, 2009, Moscow, WINZAVOD  Contemporary Art Center)
 
The seminar gathered representatives of cultural sector, business companies, mass media and local authorities from Moscow, Moscow oblast, St.Petersburg, Petrozavodsk, Ryazan, Samara, Togliatti, Krasnoyarsk, Novosibirsk, Vladivostok, Kaliningrad,  Surgut (Khanty-Mansi Autonomous Okrug), Novoaltaisk (Altai Krai).
 
There were presentations of the following experts - Tatiana Abankina, Director, Center of Applied Economic Researches, Higher School of Economics;  Svetlana Gorushkina, Deputy-Minister of Culture of the Moscow Oblast; Elena Zelentsova, Director, Creative Industries Agency;  Sergei Zuev, Dean, Public Administration Department, Academy of National Economy;  Vladimir Knyaginin, Director, Сenter for Strategic Research “North-West”; Georgy Nikich, Curator, Moscow Forum of Artistic Initiatives; Gennady Ruksha, Minister of Culture of Krasnoyarsk Krai; Yakov Cheryak, Deputy head of the Surgut municipality.  Special guest of the seminar Peter Englen, director-general, «Samhällnytta AB» (Stockholm, Sweden), made presentation «Subtopia: building a successful creative cluster in Sweden».

Seminar «Autonomous organizations – new opportunities for the state and municipality-financed institutions» (March 25, 2009, Novosibirsk)
 
The seminar on legal and economic aspects of new activities of the state cultural institutions was conducted by Elena Melville, financial director of the Agency. Within the seminar there were introduced legal and economic tools to secure organisational and financial sustainability of an institution during the reform period in this government-financed cultural sector.
 
Participation in the forum of the Novosibirsk municipality «A City of Tomorrow» (March 26, 2009)
 
Elena Zelentsova, Director of Creative Industries Agency, took part in «New Cultural Spaces in a City» session.  She presented report «New Cultural Venues in a Contemporary City: Foreign and Russian practice».
 
Seminar «New Formats of Cultural Activities» (June 23-28, Svetlogorsk, Kaliningrad Oblast)
The seminar was a part of project «Development of Professional Competences for the Innovation Management” that was held by the Tranzit Agency of Cultural Initiatives with the support of European Cultural Foundation and Ministry of Culture of Kaliningrad Oblast. The project is financed by the European Commission. The experts of the seminar were Tatiana Abankina, Director, Center of Applied Economic Researches; Elena Melville, Financial Director, and Elena Zelentsova, Director, Creative Industries Agency. 
 
Summer School «Creative Industries and Contemporary Humanitarian Studies» (June 30 – July 7, 2009, Moscow – Yasnaya Polyana)
 
The summer school stimulated discussion of the phenomenon of creative industries in the framework of contemporary humanitarian studies, and its intergation into the development process of cities and regions.  The key issue of the summer school discussion, both in 2007 and in 2008, was a possibility to foster the development of creative industries, a new type of social and cultural practices mixing culture, economy and social policy.

Participation in the Pacific Economic Congress (July, 25-26, 2009, Vladivostok)
 
Elena Zelentsova, Director, Creative Industries Agency, participated in round table discussion “Cities Attractive for People – the Cities of Future. Urbanization in Asian-Pacific Region”.
 
The Energy Museum (Moscow) Development Program for the period of 2009-2010 (August-September, 2009)
 
Creative Industries Agency designed and carried out series of expert meetings and consultations to discuss modernisation of the Energy Museum and to elaborate the Museum development program. 
 
Special Course «Creative Industries» in WINZAVOD Contemporary Art Center (since September, 2009)
 
Creative Industries Agency in co-operation with the Moscow School of Social and Economic Sciences and WINZAVOD Contemporary Art Center launched a special educational program “Creative Industries” for the students of Social and Cultural Project Management Faculty.
 
Participation in the Perm Economic Forum (September, 11-12, 2009)
 
Elena Zelentsova, Director of Creative Industries Agency, submitted a report at the session “Economy and Culture”. 
 
Session «Creative Economy and Territorial Development» (September, December, 2009, WINZAVOD Contemporary Art Center, Moscow – Siberian Federal University, Krasnoyarsk)
 
In September 2009, Creative Industries Agency organized special session “Creative Economy and Territorial Development” in WINZAVOD Contemporary Art Center (Moscow) and in Siberian Federal University (Krasnoyarsk). The session included public lectures of Justin O’Connor (Queensland University of Technology, Australia), Kate Oakley (London University, Great Britain), John Howkins (the author of Cretaive Economy, Great Britain), Tom Flemming (Tom Fleming Creative Consultancy, Great Britain).

Project «Creative Settings of a City» (September – December, 2009)
 
The project aimed to develop creative potential of a local community, to reveal local initiatives in cultural and creative sectors. The project includes an interactive exhibit and a seminar to be held in different Russian cities.  In 2009, the exhibitis and seminars were organized in the following cities – Kolomna (November, 19-21) in the Local History Museumна and Petrozavodsk (December, 20-23). In Petrozavodsk the events took place in VYKHOD MediaCenter (the exhibition) and in Handicraft Center of the Republic of Karelia (the seminar).
 
Exhibit «Nico Koster. 40 Years in Room 902» (November, 16 – 29, 2009, Moscow Museum of Modern Art)
 
The Agency contributed to the organization of an exhibit of Nico Koster, a Dutch artist, presenting his unique photoes of John Lennon and Yoko Ono from 1969.
 
Round Table Discussion «Creative Clusters as a Resource for Regional Development» in frames of the Samara Economic Forum (December, 4-5, 2009)
 
Elena Zelentsova, Director of Creative Industries Agency, made a presentattion at a round table discussion. 
 
Participation in international seminar «Russia – European Union: Signs on the Road Map of Cultural Cooperation» (Moscow, December, 8, 2009)
 
The presentation of Elena Zelentsova was made in frames of «Good Practices of Cooperation Russia — European Union in the sphere of Culture: Existing Legislation and Practical Experience» section.
 
Publication of «Creative Industries: theory and practice» (December, 2009)
 
«Classic ХХ pubishers released “Creative Industries: theory and practice”, a book of E. Zelentsova and N. Gladkikh. It is the first edition in Russia that covers issues of culture and creativity in connection with the process of regional development.

Publication of manual «Legal and Economic Aspects for Cultural Sector and Creative Entrepreneurship» (December, 2009)
 
December 2009,  «Delo» publishers of the Academy of National Economy published a book of E. Melville “Legal and Economic Aspects for Cultural Sector and Creative Entrepreneurship”. The edition presents a complex analysis of legal and economic conditions in cultural and creative entrepreneurship sectors. 
 
FINANCIAL REPORT
 
During 2009 the Agency implemented 10 its own projects and 8 collaborative projects.  To carry out these activities, external specialists were employed - 5  full-time staff members and 22 part-time employees.
 
Despite the tight economic situation in the country, the Agency's budget in 2009 made up ~7,414 mln. roubles.
 
The tax payments to the budgets of different levels - 1,024 mln. roubles.
